A turning point year (on the 150th anniversary of the birth of Nikolai Aleksandrovich Semashko, the first People's Commissar of Health of the RSFSR)

Abstract
The first People's Commissar of Health, Nikolai Aleksandrovich Semashko, left his post at his own request in 1930 after the Party and the government recognized the work of the People's Commissariat of Health as unsatisfactory. Evidence of the weakness of the governing apparatus of health care was recognized as the lagging pace of health care development from the growth of the national economy of the country and the needs of the working class and peasantry, insufficient participation of the public and trade unions in the work of the health care authorities, etc., as well as in the work of the health care system. In addition, the People's Commissar was blamed for insufficiently clear-cut implementation of class policy in the leadership of the entrusted department, possibly in connection with the planned mass medical examination of the country's population. Semashko's resignation was preceded by his repeated publications in the press, in which he spoke of the insufficient financing of health care, which prevented the People's Commissariat of Health from fulfilling the five-year plan, and of the difficulties in staffing due to the miserable wages of medical personnel.
