THE INCIDENCE OF COMMUNITY-ACQUIRED PNEUMONIA AMONG THE POPULATION OF THE REPUBLIC OF BASHKORTOSTAN

Abstract
Presents on the incidence of community-acquired pneumonia manifestation of the population of the Republic of Bashkortostan and the cities of Ufa, Sterlitamak, Salavat, Oktyabrskiy. Revealed superiority in intensity epidemiological study manifestations of pathology in the cities of Sterlitamak, Oktyabrskiy and Ufa with predominant involvement in the process of the children under 1 year and 1-2 years. The sity of Salavat risk group for the pneumonia were adults over 18 and children under 14 years of age, which are dominated by children 3-6 years attending kindergartens.

Abstract
The Criminal Code of the Russian Federation does not contain a definition of compulsory measures of a medical nature. The author's definition of compulsory treatment by a psychiatrist is given in the article. Characteristics of legal relations arising from the application of coercive measures of a medical nature in the domestic scientific literature is very diverse. The authors formulate their vision of such legal relations.

MANDATORY REQUIREMENTS AND PRACTICE OF OUTPATIENT CARE FOR PREMATURE INFANTS

Abstract
Successes in nursing small children make more demands on the outpatient stage of medical care. The purpose of this study is to analyze the regulatory support that regulates the mandatory volume of medical care for newborn preterm infants, as well as an analysis of the practice of meeting these requirements in polyclinics and centers of a catamnesis. Analytical, statistical, expert, normative legal methods are used. The analysis of the order of the Ministry of Health of the Russian Federation No. 1346n, the jurisdiction of its action, extending only to medical organizations with the attached population for compulsory medical insurance. The analysis of medical records (outpatient cards) of children with a diagnosis of prematurity and body weight at birth up to 2 kilograms was carried out, during which state obligatory requirements in terms of the volume of examination of premature babies were revealed in state polyclinics, which is determined by the arising (legal) duty. In the centers of the catamnesis, which have great diagnostic and therapeutic capabilities, in most cases, the minimum scope of the survey is not provided for polyclinics, which is related to the paid basis of this medical assistance, the shift of the decision center on the content of the received services from the attending physician and the medical need to the mother's side And financial capabilities of the family. It is proposed to reform the principles of financing medical care for premature babies with the aim of providing them with access to the resources of the "centers of the catamnesis" of perinatal centers, without prejudice to the financial provision of polyclinics in the community, providing basic primary health care (minimum regulatory examination.), While introducing regulatory requirements for the scope of research, for example, relevant standards of care, or binary criteria quality. In various formats, these measures can be taken at the federal, regional and departmental levels, as well as in the medical organization.

Abstract
In the article the author presents the results of a study of the normative conditions for the transfer of polyclinics in Moscow to pay per capita basis. Preliminary results of medical organizations in the new economic conditions are given. It is proved that the transfer of polyclinics in Moscow to the per capita payment principle allows reducing fictitious and unjustified visits, as well as influencing the structural transformations in the healthcare system in accordance with the directions of the roadmap aimed at improving the efficiency of public health.

Infection with the human immunodeficiency virus is a global problem that affects all countries without exception, having a serious impact on public health. The spread of HIV infection is one of the most acute and topical problems facing both the international community as a whole and every single country. An important mission in counteracting the infection with the human immunodeficiency virus is vested in domestic legislation. Protection of human health from criminal encroachment is a key task of the criminal law of Russia. The article analyzes the determinants of crimes associated with HIV infection, systematizes the general measures to prevent these dangerous attacks.

ON THE RESULTS OF THE MEDICAL SERVICE OF THE PENITENTIARY SYSTEM OF RUSSIA

Abstract
The article describes the performance of the medical service of the penitentiary system of Russia. Proposals for its improvement are presented. In 2016, the total number of places in the hospitals of the prison system decreased by 9.3% and amounted to 32800. Currently, there are 673 medical institutions, 57 medical and 143 paramedic individual medical offices, 55 centers for medical rehabilitation; 136 hospitals (including 65 tuberculosis and 5 psychiatric); 13 House of the child; 72 of the Center for Sanitary and Epidemiological Control. The death rate in 2016 among prisoners was 533.3 per 100 thousand people (died - 3408 people), which is 9.8% lower than in the previous year

Abstract
According to WHO in the world, more than five million people die each year due to injuries, poisoning, murder and suicide. Prevention and reduction of injuries in all age groups is one of the priorities of the Russian state. This problem requires a systematic analysis of injuries and violent deaths as risk factors that affect the health of the population in the Russian North. The effectiveness of preventive measures in the health system is possible when examining various parameters of public health. A comprehensive analysis of the risk factors for injuries and other external causes of violent deaths in the European North of Russia was carried out.

The organization of emergency medical care in trauma was studied. The distribution of those injured for reasons, types of injuries, at the place of injury, depending on the age, was carried out. It was revealed that among all the challenges the greatest share was occupied by injuries, among which injuries received in the conditions of an apartment. The other reasons for calling for emergency medical care were related to getting burns, poisoning, etc.

MEDICO-DEMOGRAPHIC CHARACTERISTICS OF EXTERNAL CAUSES OF PRIMARY MORBIDITY IN THE POPULATION

Abstract
The paper presents an analysis of morbidity from the external causes of the population in the Chelyabinsk region. More than 12% of residents turned to medical organizations for help due to external causes. One in four cases (25,4%) was registered in children, 19,0% of cases were in persons older than working age. In the context of the municipal formations of the Chelyabinsk region, a significant resonance in the level of primary incidence of the population from external causes has been revealed, which indicates the need to develop targeted measures aimed at improving the routing of victims. Given that external causes are injuries that require, as a rule, emergency and urgent medical care, it is necessary to organize traumatic centers, burn centers and acute poisoning centers, taking into account the stable endemic situation in various municipalities, the material and technical base of medical organizations and the climate-geographical features of the region.
