Restrictions in their application in practical health care are due to the incomplete and ambiguity of modern legal documents on labor, the lack of labor standards for a number of positions, instructions on the shift of work as an indicator and meter of numbers without determining the number of shifts per number of outpatient doctors or number of beds. An analysis of the Russian Ministry of Health on the Regulations on the Organization of Primary Health Care, on the Rules for Research leads to the conclusion that there are current problems in the labor rationing system in healthcare and its management.
