The analysis of the regulatory framework indicates the absence of currently optimal classification model of health resorts. The system of normative acts of the Russian Federation governing the activities in the health sector in general and health resort industry in particular, fixed model, which determines the approach to classification of resorts. It should be noted that the rules provided for in this classification does not meet the objectives of strategic planning and are not convenient for management decisions. In this regard, in the course of the study it was proposed a classification system for spa resorts, in particular for the branches of JSC "Russian Railways - health."
