The study used the following methods: the study and generalization of experience, statistical, sociological, economic, analytic method comparative analysis. The study was conducted on the basis of the medical organizations of the North-Eastern Administrative District of Moscow. An analysis of the staffing situation in the outpatient Associations North-East of Moscow in the dynamics of the five-year period revealed that there is still a shortage of personnel in relation to medical and nursing staff, there is also an imbalance in the states cadre of specialists, which greatly complicates the implementation of ongoing reform. Revealed substantial disparities in planned and actual load per physician post for a number of specialties. As part of this study revealed that the bulk of state funds spent on organizing the activities of urban health centers (medical organization of the first level), while the cost per visit remains low and does not reflect the real cost of medical services rendered.
