Abstract
The article examines the institutional foundations of healthcare management in the Russian Federation. It analyzes the legal methods of state governance as the foundation for administrative and economic approaches, the hierarchy of normative legal acts, and the division of powers among federal, regional, and municipal levels of government in the field of health care. Particular attention is paid to the analysis of Articles 14—17 of Federal Law No. 323-FZ of November 21, 2011, “On the Fundamentals of Public Health Protection in the Russian Federation.” The conclusion is drawn regarding the functioning of a three-tier system of division of powers that combines centralized and decentralized mechanisms.
