Abstract
This article presents the oversight and coordinating role of governors-general, governors, and heads of regions in developing measures and activities to combat syphilis and leprosy, which have spread among the population of the Kamchatka Peninsula. It demonstrates systematic interaction with the Government of the Russian Empire on issues of recruiting medical personnel and determining socio-economic incentives for medical service in the regions. The article also explores the rationale for the construction of treatment facilities for patients with syphilis and leprosy, and discusses financial allocations.
