COMPLIANCE OF THE ACTIVITIES OF THE CARRIAGE SERVICE FOR THE CARE OF LITTLE-MOBILE CITIZENS PRINCIPLE OF MEDICAL AID ACCESSIBILITY

Abstract
Currently, special attention is paid to the development of nursing services, which, since 2017, has been actively used to provide primary health care (PHC) to handicapped citizens within the framework of the Moscow healthcare system. First of all, the innovation under consideration was aimed at increasing the availability of medical care for this category of population. The article presents an analysis of legislative and regulatory legal documents regulating legal issues of compliance of the activities of the nursing service in the care of people with limited mobility to the principle of access to medical care. It has been revealed that currently the activity of patronage services for people with limited mobility does not fully comply with the principle of access to medical care. First of all, the aspect that requires the patient to choose the nursing service of a medical organization and the attending physician requires consideration. CURRENT ISSUES OF THE ORGANIZATION AND RENDERING OF PSYCHIATRIC AID IN MODERN CONDITIONS

Abstract
One of the key principles of the organization of specialized psychiatric care today is an emphasis on community-based forms of work with the patient. Given the particular relevance of this topic, the article analyzes current issues of organization and provision of psychiatric care in modern conditions, especially with regard to the use of hospital-replacing technologies in the city of Moscow on the example of introducing a new organizational form - an outpatient psychiatric module. The method of expert assessments determined the optimal conditions for the provision of specialized psychiatric care in each particular case - day hospital, outpatient local service, home hospital, somatic hospital. A study of the expert assessment of the hospitalized patient, depending on the main diagnosis during hospitalization, the recommended dates and volumes of treatment and diagnostic measures showed the need for more careful selection of patients for specialized psychiatric beds.

Abstract
The high level of child injuries, the increasing severity of traumatic injuries, despite the existing modern high-tech methods of treatment, is an urgent problem of the occurrence of a high level of primary child disability in the Kursk region. Indicators of primary childhood disability due to injuries in the Kursk Region are 2 times higher than those in the Russian Federation (0.8 in the Kursk Region to 0.4 in the Russian Federation). The analysis of the quality of medical care for children with injuries resulting in disability made it possible to determine the primary measures for the organization and improvement of the specialized orthopedic and trauma service in the Kursk region, which are based on an incomplete reserve of organizational, tactical and medical rehabilitation measures.

MULTISENSORY DIGITAL RECORDER IN REMOTE WIRELESS PATIENT MONITORING SYSTEM

Abstract
Authors developed the experimental sample of a miniature wireless remote long-time multiparameter hemodynamic monitoring device. In this device applied photoplethysmography technology with simultaneous temperature and motion activity estimation. This device can interact with a smartphone application and can be integrated with the system of patients personal data collection and telemedicine. Communication between patients and a physician allow to provide a long-time monitoring, and emergency, if it is necessary.

KNOWLEDGE OF RESIDENTS OF MOSCOW OF AN ORDER OF RENDERING A HI-TECH MEDICAL CARE

Abstract
Knowledge of residents of Moscow of an order of rendering a hi-tech medical care is studied. Questioning of the patients needing rendering VMP and parents of children of persons in need in rendering VMP about an order of rendering a hi-tech medical care is carried out. "The questionnaire for residents of Moscow about an order of the organization of rendering a hi-tech medical care" contained 37 questions. The introduction section contained points on age, sex, education level and a social status, a self-rating of level of knowledge of a hi-tech medical care. The main questions allowed to estimate a condition of knowledge of patients of an order of rendering a hi-tech medical care. Studying of the indicators characterizing a self-rating of level of knowledge of a hi-tech medical care and knowledge level on the matter was shown by 83,8% of respondents know what is a hi-tech medical care, and 62,1% of respondents estimated the level of knowledge of an order of rendering a hi-tech medical care as high 13,5%, average 48,6% and low 37,9%. The carried-out questioning showed that 2/3 respondents incorrectly represent a direction order on hi-tech, the reasons of its unsatisfactory state are established. The knowledge coefficient which made 1,94 and is estimated as low is calculated. For rising of level of knowledge of the population of an order of the organization of rendering a hi-tech medical care it is offered to carry out extended coverage of questions of the organization of rendering a hi-tech medical care in mass media both central (with the assistance of the Ministry of Health of the Russian Federation), and local (with the assistance of governing bodies of health care of territorial subjects of the Russian Federation). Veneering of information stands for patients concerning the organization of rendering a hi-tech medical care is offered to chief physicians of the medical organizations providing primary and specialized medical care in the territory of the territorial subject of the Russian Federation.

SOCIALLY-HYGIENIC ASPECTS OF CARCINOGENIC RISK FOR THE WORKING POPULATION

Abstract
The problem of carcinogenic danger for the population, formed in the conditions of modern technogenesis, is the most acute issue of medical care of the population. Not only actual studies of carcinogens in the environment (concentration) are relevant, but also the possibility to assess carcinogenic risk (acceptable-unacceptable). The aim of this study was to assess the carcinogenic risk for persons involved in military service with a promising aspect of the development of management decisions to reduce the level of carcinogenic risk. Modern methods - social and hygienic, biochemical, statistical-were used for the study. Thus, the methodological basis for assessing the carcinogenic risk to the population in the conditions of technogenic impact can serve as a criterion assessment. This contributes to the development of management decisions in the field of improving the quality of health care. The scope of the results is public health and health organization.

Training of highly qualified personnel who are ready and able to perform the tasks facing the health care system of the Russian Federation is one of the key issues, the solution of which is important to ensure the high quality of medical care to the population. The solution of this issue in a particular medical institution requires not only a clear understanding of the level of training of medical professionals, the quality of their work, but also the possession of tools to assess this professional level. In this context, management decisions aimed at developing the potential of each specialist of a medical organization should be based on clear and precise criteria. Abstract
The DLO=ONLS program of additional preferential provision of necessary medicines to certain categories of citizens at the Federal level began to function since 2005, during this time the program has had a serious impact on the quality of drug care , the availability of medicines for the development of the pharmaceutical market as a whole. This article provides an analysis of the state of drug provision for certain categories of citizens for the period 2017-2018 - 2019. The analysis revealed problematic issues that certainly need to be addressed. It was noted that in the vast majority of cases the identified problems with drug supply are organizational in nature: including - these are shortcomings in the procurement and logistics of supplies, late auctions, incorrect preparation of applications, insufficient control over the management of inventories by the health authorities; inefficient use of already purchased drugs and others.
