AVAILABILITY OF INNOVATIVE MEDICATIONS AND THE DECREASE OF MORTALITY RATES IN ONCOLOGY PATIENTS
Abstract
The decrease of mortality rates of oncology patients correlates with the number of innovative medications available in the market. Analyses of public sales indicated that five years after market authorization is not sufficient for the innovative drug to achieve saturation of the market and to satisfy existing needs. Integrated approach based on population health monitoring, innovative technologies development forecast and health technology assessment would make possible to overcome barriers preventing achieving accessibility of health interventions which and access to medical care.

2 THE QUESTION OF IMPROVING THE PERFORMANCE primary care BASED INDIVIDUAL APPROACH TO PATIENTS SUFFERING FROM MULTIPLE CHRONIC DISEASES
Abstract
Summury. The article deals with the organization of primary health care for the elderly, suffering from multiple chronic diseases. It is shown that the implementation of programs designed conduct of these patients can improve the efficiency of health care utilization, improve availability and quality of care. Designed economic effect of the introduction of this program, confirming its high efficiency. It proposed implementation of the program in all health care organizations that provide primary health care in Moscow.

SOME ISSUES OF RATING OF MEDICAL SANITARY UNITS OF THE FEDERAL PENITENTIARY SERVICE OF RUSSIA
Abstract
The article presents data concerning characteristics of rating in medical sanitary units of the Federal penitentiary service of Russia. The particularities of rating counting other than in medical organizations of public health care system are explained. Besides conclusions about sufficiency of available indices concerning activities related to organization of medical care of special contingent, the arguments are presented about necessity of inclusion in rating the indicator characterizing organization of primary specialized medical sanitary care of manpower of the penal system itself.

PROBLEMS OF IMPROVING MEDICAL AND SANITARY SERVICES OF THE PENITENTIARY SYSTEM
Abstract
The article deals with the problem of improving the medical and sanitary services, domestic penitentiary system. The development of the Russian state, the progress of medical science and the improvement of practical medicine have led to fundamental changes in the system of legal regulation of public relations in medical activities. Unfortunately, poorly investigated the activities of medical institutions of Russian penal system. This approach is not entirely justified. Citizens related to the Russian prison system, - a large part of Russian society. The process of reforming the penitentiary medicine - the process is very complex and lengthy. This process needs scientific support. Problems of current state of processes and improvement of medical care in the prison system require a study of the history of formation and development of Penitentiary Medicine. Especially significant are historical periods when the system is subjected to substantial reform.

ECONOMIC BURDEN OF TOBACCO SMOKING
Abstract
The article deals with the economic aspects of harm from the use of tobacco products with a consumer item, and from the perspective of the national health system. The different ways of carrying out such studies the example of some countries. The ambiguity of evaluating the effectiveness of anti-smoking legislation. It demonstrated the need to develop new mechanisms for the regulation of new nicotine-containing products.

THE HISTORY OF PEDIATRIC SERVICES IN ARKHANGELSK (1928-1973)
Abstract
The article is devoted to the history of formation and development of the pediatric service of the city of Arkhangelsk. The first pediatric ward was opened in Arkhangelsk in 1928. It was created in the 1st city hospital of Arkhangelsk. In the department received medical treatment 45 patients daily. In 1935 it was created chair of Pediatrics of the Arkhangelsk State Medical Institute. The chair was headed by Yurii Vasil'evich Makarov. Activities of the children's department in a public hospital is not consistent with the principles of pediatrics. It was necessary to create a specialized children's hospital. City Children's Hospital was founded in 1946. The period of formation and development of the pediatric hospital linked to the name of Marïa Maksimovna Shiryaeva. She worked as the chief physician in 1947-1961. In 1961-1972 the city children's hospital was headed Aleksandra Vasilevna Spasennikova. It describes the problems of creation of city children's hospital. In 1973, the Regional Children's Clinical Hospital was opened in Arkhangelsk.
