QUALITY OF PUBLICATIONS PRESENTING PHARMACOECONOMIC RESEARCH IN RUSSIA. INDEPENDENT
Abstract
To estimate the quality of the publications the results of clinico-economic studies in oncology, in Russian journals. Materials and Methods: search for available materials in Russian databases. Inclusion criteria were: the modeling (decision tree, Markov model). Exclusion criteria: absence of the modeling and incremental analysis, including the analysis method to minimize costs and article, which deals with several types of cancer. The depth of search was 5 years. The Quality of Health Economic Studies (QHES) and the method of minimal detailed assessment (MDA) were used for assessment the quality of presentation materials. Results. 15 articles have been selected for the analysis. The total score of the analyzed studies was 74 points by the method QHES and 69 points using MDA. More than 40% of the publications were with high quality, more than 50% - a medium quality. The improvement the quality of the publication can be achieved by describing the source of funding and research perspectives, structure models and methods of analysis, time horizon and the discount. The quality of articles devoted to clinical and economic analysis, a description of the assumptions and limitations of the model is also necessary. Conclusion. There is the evaluation the quality of the materials of clinic - economic studies in oncology, published in the Russian Federation in the article. Recommendations and suggestions on the structure of the article and the parameters of the model that will improve the quality of publication, and to ensure the requirements of International magazines.

THE ANALYSIS OF DYNAMICS OF PERINATAL MORTALITY IN EARLY TWENTY-FIRST CENTURY
Abstract
Perinatal mortality (PS), which includes stillbirths and loss in the first week of life, an indicator, primarily characterizes the level of health of pregnant women and the nature of the organization of medical care for women and newborns. Objective information about the level and the structure of the causes of SS and its dynamics is the basis for developing strategic programs to improve prenatal care to women and newborns.

ON THE CLASSIFICATION OF SANATORIUMS
Abstract
The article deals with the approaches to the classification of spa facilities. The analysis of the regulatory framework indicates the absence of currently optimal classification model of health resorts. The system of normative acts of the Russian Federation governing the activities in the health sector in general and health resort industry in particular, fixed model, which determines the approach to classification of resorts. It should be noted that the rules provided for in this classification does not meet the objectives of strategic planning and are not convenient for management decisions. In this regard, in the course of the study it was proposed a classification system for spa resorts, in particular for the branches of JSC "Russian Railways - health." Under the proposed model, the determining factor for membership has been accepted medical practice, got his definition of the specific types of sanatorium organizations and the conditions to be met by resorts for spa treatment.

COMPARATIVE EVALUATION OF THE ACTIVITIES OF BRANCHES OF JSC "RUSSIAN RAILWAYS - HEALTH”
Abstract
The formation of a competitive offer on the market of spa services is a challenge for manufacturers. In this regard, the article discusses questions relating to the differentiated approach to management decisions for each group of affiliates, as well as specifically for each of the health centers, aimed at improving the competitiveness of JSC "Russian Railways - health." The research program includes methods for comparative assessment of the effectiveness of the company's branches. A comparative assessment of the effectiveness of the branches was based on the consideration of economic efficiency, the effectiveness of medical and social satisfaction. Assessment of these factors makes it possible to flexibly and selectively identify existing reserves for improving the effectiveness of the company's branches, which will contribute to the practice of the adoption of appropriate management decisions.

DEVELOPMENT OF PROJECT MANAGEMENT IN HEALTH CARE
Abstract
The role of project management in health care management is demonstrated to increase transparency, budget savings, to improve the quality of inter-agency cooperation for the protection of population health. It is proved that the transition to project management assists to reduce unproductive losses, to accelerate the achievement of the challenges facing the industry and to simplify getting targeted investments from the respective budgets of the Russian Federation. Particular attention is paid to the role of risk analysis for the development of measures to protect against potential losses.

CURRENT ISSUES OF HEMODIALYSIS AID IN THE RUSSIAN FEDERATION
Abstract
The article reflects some aspects of provision and increase the availability of the dialysis population use in the Russian Federation at the regional level in institutions of various forms of ownership. In the course of the study the following methods were used: studying and generalization of experience, analytical, method of comparative analysis. The aim of the present study was to determine the main directions of development of the organization and provision of hemodialysis care in the Russian Federation, with regard to the accessibility of its delivery in medical organizations of different ownership. A particularly important direction of analysis of provision of dialysis care in Russia is the study of the dynamics of the number of dialysis patients and the provision of dialysis care in institutions of different forms of ownership. The results revealed that in modern conditions the major proportion of patients prefer to contact the state centers. At the same time every year increases the importance in the provision of dialysis care centres, created through public-private partnership, it is therefore necessary to make competent management decisions to ensure the increase of accessibility of care for different segments of the population.

The estimation of the interaction of public institutions and public authorities in the field of health care reform and children medical care in educational establishments is presented. The role of public organizations in organizing intersectorial impact on health of children in educational institutions is established. The necessity of all-round cooperation in the field of adoption and correction of normative documents of public organizations by representatives of end-consumers of health services and the legislative and executive authorities is demonstrated.

THE SYSTEM OF HEALTHCARE AT THE PEDIATRIC DEPARTMENT WITH REHABILITATION UNIT FOR CHILDREN UNDER 3 YEARS
Abstract
Correctly organized healthcare system for children under 3 years can significantly reduce the risks of severe complications and mortality among preterm and newborn soon after birth, and at a later period of their life. Purpose: development of proposals on improvement of medical care in preterm infants during the first three years of life. Material and Methods: The analytical and mathematical and methods, as well as the method of logic synthesis were used. Retrospective analysis of primary medical documentation was held. The time horizon of the study was from 2012 till 2014. Results: The system of medical care for patients under 3 years at the Pediatric department of Perinatal center, Moscow State clinical hospital № 70 was evaluated and the main directions of its improvement have been indicated. Conclusion: It is possible to reduce the number of patients requiring complex inpatient rehabilitation after 2 years in case of early rehabilitation and individual approach.

DEFINING NEEDS FOR HIGH-TECH MEDICAL CARE
Abstract
The aim of this work was to determine the level of needs in high-tech medical care. It is shown that the development of an algorithm for determining the need for high-tech medical care should take into account a number of conditions. The needs for high-tech medical care can be treated as individual requests for treatment of diseases. The requirements in high-tech medical care in this case, the number of patients on the waiting list with a medical opinion on the indications for high-tech medical care.

THE QUESTION OF IMPROVING THE QUALITY OF PRIMARY HEALTH CARE IN MOSCOW
Abstract
On the basis of available information, the analysis of reforming the primary health care in the capital's health, as well as evaluation of the preliminary results, to identify both advantages and possible disadvantages and shortcomings with a view to leveling and thus improve the quality of the organization of primary health care in the capital. The study used the following methods: the study and generalization of experience, statistical, sociological, economic, analytic method comparative analysis. The study was conducted on the basis of the medical organizations of the North-Eastern Administrative District of Moscow. An analysis of the staffing situation in the outpatient Associations North-East of Moscow in the dynamics of the five-year period revealed that there is still a shortage of personnel in relation to medical and nursing staff, there is also an imbalance in the states cadre of specialists, which greatly complicates the implementation of ongoing reform. Revealed substantial disparities in planned and actual load per physician post for a number of specialties. As part of this study revealed that the bulk of state funds spent on organizing the activities of urban health centers (medical organization of the first level), while the cost per visit remains low and does not reflect the real cost of medical services rendered. All the results obtained may be used in the preparation of regulations in the framework of further health reforms in Moscow.

Accreditation of medical professionals is a legislative validation of knowledge and skills of medical professionals established educational and professional standards. Primary accreditation of medical graduates will be conducted by medical universities, secondary accreditation of the doctors will be carried out by authorized regional Centers of Accreditation. MODELING THE DYNAMICS OF FREQUENCY OF PREMATURE BIRTH IN THE RUSSIAN FEDERATION FOR THE PERIOD FROM 1980 TO 2014
Abstract
The data modeling of the dynamics of the frequency of premature births in the Russian Federation for the period from 1980 to 2014. It is shown that in accordance with the constructed model in the medium term should not be expected to reduce the rate of preterm birth and the change of calculating method of indicator in 2012 did not affect the dynamics of the indicator, and only accelerated its increase during the previous 6 years.

IMPACT OF METHYL ALCOHOL ON THE EYESIGHT (based on the medical press materials of early 20th century)
Abstract
The article provides a historical overview of some publications of Russian medical press of early 20th century. These publications report cases of blindness after consuming methyl (wood) alcohol. World medical practice in 1906 identified over 300 cases of intoxication from methyl alcohol. 45% of these resulted in death of the patients; the others lost their eyesight either completely or partially. Anti alcoholic measures adopted in Russia in 1914 were supported by the country’s ophthalmologists. On the pages of the “Vestnik Ophthalmologii” and the “Russian Doctor” were published some important materials that laid foundation to the study of blindness after consumption of methyl alcohol and other substitutes of alcohol. These problems were also in the focus of interest of foreign, in particular, American ophthalmologists. At the beginning of 20th century a professional study of intoxication from methyl alcohol began. In 2015 several Russian cities reported cases of intoxications from methyl alcohol that resulted in death and blindness of patients.

NURSE EDUCATION IN KUIBISHEV REGION IN 1920-1940 AND NURSE STAFF CONTRIBUTION IN HANDLING THE ACUTE REACTIONS OF KIDS IN 1945-1946 AFTER THE END OF THE GREAT PATRIOTIC WAR
Abstract
The history of the nurse medical education development in Kuibishev and the significance of professional nurse staff schools in 1920-1940 and in the Great Patriotic War period were viewed. Nurse staff contribution in handling kids’ infections in day nurseries was showed. It was proved, that the knowledge and skills, which were got during the studies, used effectively in preventive and antiepidemic measures during and after the war. It reduced child’s sickness and death rate and helped to avoid epidemics.
